This should NOT be tagged RPG Maker. This is NOT RPG Maker format.
They‘re perfectly suitable for RPG Maker XP (32x32 pixels). What kind of issue are you having?
There are RPGMakers other than MV

Can I remake this as RPG Maker MZ tileset 32x32 version and redistribute it?

Absolutely! You're free to do what you want to do with the asset :) Of course credits would be appreciated but they're not required.
